Thereby Sandman (2006) advocates an approach that captures the complexity of the audience and its impact on the organization in crisis and emphasizes to empower the public for true partnership.

In line with the handbooks and monographies, the journal articles prefer an audience orientation with organizational perspective over a non-organizational perspective.

8.1.4 Six Discourses

Across the handbooks, monographies and journal articles, a total of six discourses were identified. The first two discourses address field-specific affiliation and relationships with other fields: the crisis management and communication discourse and the risk and crisis communication discourse. Further discourses are the public safety discourse, the cultural discourse, the practice discourse and the media discourse (see figure 8.1).
